GREEN BAY, WI (WTAQ-WLUK) — A much-needed road construction project on the west side of Green Bay is coming sooner than expected.
The city says it will undertake a “mill-and-pave” resurfacing project on Shawano Avenue from west of Oakland Avenue to Hudson Street this summer — years before the state’s plan to fix it.
“Our residents have made it clear that the condition of Shawano Avenue is unacceptable, and they’re right,” said Mayor Eric Genrich. “While the state bears the responsibility for the reconstruction of this state highway, we’re not going to ask Green Bay drivers to wait five years for relief.”
The existing asphalt surface layer on this stretch of Shawano Avenue has been delaminating from the underlying pavement structure in multiple areas, accelerated by this winter’s repeated freeze-thaw cycles and resulting in additional pothole formation.
The Wisconsin Department of Transportation (WisDOT) has programmed a comprehensive reconstruction project — including storm sewer and pavement replacement — for this stretch of state connecting highway in 2031. The city, in coordination with the Green Bay Water Utility, also plans to replace and rehabilitate sanitary sewer and water main infrastructure beneath Shawano Avenue in 2030, in advance of the WisDOT reconstruction. That sequencing ensures the corridor will receive a complete, coordinated overhaul.
The “mill-and-pave” work on Shawano Avenue will be coordinated to minimize disruption to drivers, businesses and residents along the corridor. Further details on the construction schedule and traffic management will be shared as the project advances.
