Michael Penix Jr. made his season debut and threw for 256 yards and a touchdown.
Bijan Robinson ran for 194 yards and two touchdowns, while Drake London caught nine passes for 194 yards.
Atlanta is now 1-and-2.
Jordan Love threw for 312 yards, two touchdowns and a pick.
The Packers opened the scoring with a 4-yard touchdown pass from Love to Christian Watson.
Atlanta scored the next 27 points before Love hit Matthew Golden with a 15-yard touchdown pass with 8:18 left in the game.
Green Bay slipped to 1-and-2.
