GREEN BAY, WI (WTAQ-WLUK) – There’s yet another proposal for developing the former Associated Bank parking lot in downtown Green Bay.
The city purchased the lot, 200 N. Monroe Ave., in 2019, and has been trying to develop the site. A 2019 plan that included a grocery store and 80 housing units didn’t materialize. Neither did a 2021 proposal for a different grocery story and 172 housing units.
Last year, the city granted Three Sixty Real Estate Solutions a six-month planning option for a 175-unit development, with 148 rental units, and 27 townhomes. That expired in April, however, with no action.
But the company has a new plan, according to city documents.
“Staff have been in contact with the developer, who shared with staff their inability to provide a development that would be financially successful with the model provided. They asked if there was interest in exploring a more phased approach to the development and staff advised the developer to propose a concept to bring forward for consideration. The concept provided is a three-phase plan that breaks up the original larger, multifamily structure (148 units) into two smaller multifamily structures of 80 units each (160 units). It also includes 24 townhomes in the development. The plan adds an urban plaza area, internal green space amenity, and a dog park with a veggie garden. The developer is proposing to have a development agreement in place by the end of the year with construction of phase one starting in the Spring of 2026. Total completion of the three phases would be in 2028,” states the background prepared by staff in advance of the Redevelopment Authority meeting on Tuesday.
- Phase 1 would be 24 townhomes, the dog park and veggie garden.
- Phase 2 would be retail space and 80 apartments.
- Phase 3 would be 80 apartments and the urban plaza.
The units would be a mix of studio, 1-, 2-, and 3- bedroom spaces.
City staff are recommending the RDA approve another six-month planning option.
The RDA meets at 1:30 p.m. Tuesday in room 604 of City Hall, 100 N. Jefferson St.
